WestmountMag.ca extended an invitation to all 25 Westmount council candidates and those acclaimed, to provide an article about themselves and their platform on a first supplied, first published basis. Here we present Jean-François Emmanuel, candidate in District 2.

Living in Westmount for almost 20 years, I have decided to run for Councillor in District 2.

My wife and I moved from NDG to Windsor Avenue when our first son was born, and over the years we welcomed two more boys. Those 12 years on Windsor were a wonderful time, surrounded by great neighbours and the vibrant Victoria Village. A few years ago, we moved to Upper Belmont, another beautiful street with its own character, but with the same sense of pride in living in one of the best cities in Canada, surrounded by parks and green spaces.

Raising three boys gave me the chance to volunteer in the community – coaching summer soccer for several years and helping young children take their first steps on the ice. Now that my sons are older, I feel the time is right to give back in another way: by working with Council, our residents, and the City’s dedicated teams to strengthen and improve all that Westmount has to offer.

Professionally, I have spent 25 years in Human Resources and Industrial Relations. I hold bachelor’s degrees in both Industrial Relations and Law from the University of Montréal. I believe this background, combined with my long roots in Westmount, gives me the experience, judgment, and commitment to serve effectively as a City Councillor.

Over the past weeks, I’ve had the privilege of meeting so many of you at your doors and in District 2.

Listening to your ideas, your concerns, and your hopes for our community. These conversations have reminded me how deeply we all care about the place we call home.

Many of you have spoken to me about your concerns that I share in my platform:

  • Traffic flow and street safety for residents of all ages – implementing real traffic and speed mitigation measures
  • Fixing our streets that are in many areas in terrible shape
  • Improving communication with the residents and proactively fixing minor eyesore or problems when they are brought to the City’s attention
  • Enhance security measures and protocols to ensure that all residents feel safer in their neighborhoods

Now, it’s time to turn that shared commitment into action. I encourage everyone to get out and vote for me, Jean-François in the municipal election on November 2nd.

Every single vote matters — and together, we can keep Westmount moving forward, with a community that reflects our values, our energy, and our vision for the future.

Thank you for your trust, your engagement, and the warm welcome you’ve shown me throughout this campaign. It’s been an honour to meet you, and I’m excited about what we can achieve together.

I am the best candidate to represent all residents in District 2.
